Mariposa Village: Affordable Housing Designed for All Ages

Mariposa Village is a multigenerational rental development on 7 acres in Hood River, Oregon, with 129 affordable units available for rent. Developed through a joint venture between Community Development Partners (CDP) and Columbia Cascade Housing Corporation (CCHC), the project responds to a severe local housing shortage affecting working families, seniors, and essential workers. In a historic first, the City of Hood River acted directly as a housing producer by purchasing and donating the $1.2-million site, waiving system development charges, and contributing $1.6 million toward critical utility infrastructure.

Problem

Escalating Costs Deepened Hood River’s Housing Crisis

Hood River has faced growing housing affordability challenges in recent years, with many renters paying a high share of their household income toward housing. As home prices and rents have risen, stable housing has become harder to secure for many working families, older adults, and essential workers. That pressure has increased the need for below-market rental options in the community.

Solution

A Housing Solution Aligned with The City’s Goals

Mariposa Village directly addresses the housing needs identified by the City of Hood River in its 2015 Housing Needs Analysis. It was planned to support local housing goals by creating income-restricted housing for households earning up to 60% of area median income. The development is intended to serve a mix of age groups and household types while pairing housing with shared spaces and resident-oriented amenities.

We supported the project from pre-development through construction by addressing site, environmental, and infrastructure challenges early. Our team evaluated the complex 7-acre site, developed grading concepts around a protected central wetland, and worked with Holst Architecture to prepare technical land use materials and support zoning approvals. We also performed soil infiltration testing and wet-weather monitoring to inform drainage design, then engineered the infrastructure needed to serve the development. During construction, we have continued supporting Walsh Construction through inspections, utility verification, and field adjustments.

Result

High Demand Reflects a Clear Community Need

As a Community for All Ages (CFAA), Mariposa Village is designed to foster connection across generations through both physical spaces and resident programming. The community includes a central building, outdoor gathering areas, a neighborhood park, playground, garden spaces, walking trails, and preserved wetlands that support a welcoming, community-oriented environment.

Mariposa Village is now taking shape as a new intergenerational housing community in Hood River, with residents already moving into the first completed buildings while construction continues through spring 2027. Early demand has been significant, with approximately 450 applications submitted for 129 available units soon after the application portal opened, underscoring the need for stable, affordable housing in the community.
