Like a cruel April Fools joke, the rules changed on April 1 for owners of properties in flood zones. Rates went up and government subsidized flood insurance is being phased out. This means a significant rise in insurance rates for many property owners. Plus if you own property in Washington County, Oregon, You’ll want to keep your eye on map updates that are on the way. In some areas we have found the floodplain will expand while others will improve.Call us and we can discuss the impact to your specific property.
Congratulations to AKS’ Robert Rettig, PLS, CFM for receiving his ASFPM (Association of State Floodplain Managers Inc.) Certified Floodplain Manager (CFM) certification. As Flood Elevation Surveying and Permitting Specialist for AKS, Rob works with banks, real estate professionals, and property owners to help them navigate through the requirements for flood insurance and permitting. Based on his experience in working with FEMA and with his knowledge of their requirements and processes, he is often able to help property owners find solutions that are more cost effective. His knowledge of obtaining Letters of Map Revisions (LOMR) and Letters of Map Amendments (LOMA) through FEMA has established him as a local expert on the subject. CFM certification helps affirm that Rob and the AKS team are trusted experts when it comes to flood surveying and permitting needs.

Ted Lambert, PE, PLS, in AKS’ Tualatin office, recently joined a small group of professional land surveyors nationwide to become a Certified Federal Surveyor (CFedS). Ted is among a select group of professional land surveyors to participate in the Federal program called CFedS, for Certified Federal Surveyor.
The CFedS program, which has been approved by the U.S. Secretary of the Interior, was designed specifically to enhance the level of knowledge and expertise in the professional land surveying community for survey work performed on federal lands and especially on Indian trust lands. To earn the CFedS designation, professional land surveyors must complete approximately 120 hours of course materials prepared by the Bureau of Land Management Cadastral Survey, and pass the certification examination. To maintain the certification, a CFedS must complete 6 credits of continuing education bi-annually.
The CFedS program is a certification program designed to provide registered/licensed land surveyors and pre-registered/pre-licensed land surveyors with training necessary to execute boundary surveys on or near federal interest lands, to basic federal standards. Individuals, Tribes, the BIA, and other agencies will be encouraged to select surveyors from the CFedS Roster when contracting for cadastral services on or adjacent to Federal lands including Indian Country.

If you own property in the city limits of Portland you should be aware of the new tree code that is now in effect. Under the Title 11 Tree Code, developers of sizable projects in Portland must preserve a certain number of trees during construction or pay a fee. The City is hoping that the code will encourage the preservation of more trees during construction. The rules require a tree plan for projects that will disturb 5,000 square feet or more of ground in the process of construction. In addition, all trees with trunks that are 12 inches in diameter or larger must be accounted for on the site and at least one-third of them must be preserved. Fortunately, AKS has been developing tree plans and helping developers meet these types of requirements for many years. Give us a call and we can talk about the impacts to your property.
